For me, Toon is zero prep. So I guess that's my answer. But technically it's not a zero prep game--merely one that is so easy for me to run that you can't see daylight between the moment I dredge up my favorite Warner Bros. Looney Tunes to steal shameless from, and the start of the game.

"Take game out of box" is a step of preparation, so of course they had to get rid of it to make it zero prep.

Well, if by prep, you're counting "at least one person reads the rules" then you're right, but I think the sense of the question implies the traditional kind of GM-prep, where you have to read or create an adventure, stat out NPCs, make maps, get minis, etc. There's plenty of games that don't have the latter kind of prep.

Many of the gamebooks qualify... I don't think they qualify as RPG's... but the board administratio does...

I've run that so many times the rules are 99% hard coded in my brain.

AD+D 2 probably comes closest after that.
