The new edition will use a slightly modified form of the D20 rules introduced in the 1st edition Empathic Sourcebook and has other changes but the core concepts will be recognizable to players of earlier editions.
Quote from the updates section of the crowdfunding page: -
"We would update the original so that the many passionate fans of prior editions of the game would be able to convert old materials easily, but at the same time, we’d streamline and simplify when possible. The original game had a lot of surprisingly crunchy sub-systems and some obvious exploits, so we wanted to address those as well as broadening the ways players can create and play their minion hunters."
A large change has taken place with Initiative. Instead of the static form it had in earlier editions, the new version takes into account the relevant combat skill the character has as well as their Agility rating. This is then added to a 1D6 roll to create a dynamic range of outcomes.
This new version also takes into account the over-exposure the modern audience has had to the creatures/monsters from classic myth & folklore and new foes have been created to reflect what the modern audience finds frightening.
A number of the people writing the new edition have been long time fans of the game and have made various contributions over the years to earlier editions.
As of 22 April, 2019, the crowdfunding has reached 106% of target.
As of 4th June, 2019, Uhrwerk Verlag/Clockwork Publishing has filed for bankruptcy. the future of various projects, including Dark Conspiracy 4th edition is unknown at this moment in time.

29th/30th April 2020, Amargosa Press announced on their Facebook page that they have acquired the licence for the latest edition of the Dark Conspiracy RPG. They will review all the material so far submitted for the 4th Edition with the eventual aim of publishing Dark Conspiracy. Due to the need to assess the current body of work, contact authors & artists etc. etc. no publication dates have been decided on at this time.
As noted in their announcement: Amargosa Press are a British based design studio headed by Angus Abranson (co-founder of Cubicle 7) which has provided design work, and consultation, for a number of tabletop RPP publishers. Dark Conspiracy is the first game to be announced that will be published by the company.
