During an encounter, some of the artillery monsters were goblin archers. The party eventually got past the front-line soldiers, and advanced on the archers. On the archers turn I had them 1) discard their bows, 2) draw their swords 3) move 4) attack. Did I cheat the players and give the monsters too many actions in that one turn? Or was that legal?

Dropping a held weapon is a Free Action.
Drawing a weapon is a Minor action. Moving is a Move Action Attacking is a Standard Action.
Looks like you got it right!
You couldn't stow the bows away, as that's a minor action. Note that the Quick Draw feat allows you to draw a weapon as part of an attack, which is great for characters who switch between fighting styles.
Also, the Master at Arms feat allows you to sheathe a weapon then draw a weapon as a minor action.
