Subject: Custom Creature Actions rss

I am new and have just read the rules for WFRP and have a question.

What is considered non basic actions?
Citing "The creature guide" it says:

"Some creatures have icons appearing on the side of their card indicating a number of action cards, by type, that the GM can select to help customise the creature, making these opponents more diverse and challenging. 

The GM can select any action cards of the appropriate type for which the creature meets the requirements listed on the card. This is in addition to the basic actions to which all NPCs and creatures have access, so long as they meet the card's specific requirements." 

I would of course imagine "parry", "melee strike" etc is basic actions. However is race spesific actions "basic" for that race or is it these cards that can be chosen?
Cause when taking a quick look at the greenskins, only the black ork is able to choose an optional skill, however you have skills like "swarm em" that is a skill for goblins and snottlings.

Thanks in advance for any answers, getting a bit confused.

Firstly, this is a good reference of the abilities by creature:

Secondly, I give creatures anything that is listed as 'used by' based on that quick reference, and then allow the creatures with customisation icons to take ANYTHING from the action card set that matches the icons they have. IE: this gives them access to stuff outside of their racial defaults. I tend to play them with stuff that's reasonably thematic though, so as not to go overboard
