At page 194 Merisiel is unable to attack. According to rule yes she is...but example says that no. Also I am wondering why the heck that arrow is drawn from the corner that is "wrong" side if you are looking at ogre...
So...how it is or am I dumb ?
My opinion is that Merisiel can attack, but it is partial cover. Example says that she can't attack, but ogre can.

In my version of the book it says that Mirisiel CAN attack. But, the ogre has melee cover (due to the #2 arrow). You need to reach the caption, the image is a bit confusing.
Also note, in the caption that the ogre can attack her without penalty for cover because it has reach, which makes it's attack like a ranged attack.

As Brian said, the caption does explain that Merisiel can attack the ogre. The arrow between them shows that there exists a line from one corner of Merisiel to one corner of the ogre that IS blocked - hence the ogre has cover from her.
