So in our pbf we have come to the tilt, no it seems that everyone has white, two players are tied with white 5, there is a white 2 and a white 1.
So who gets to decide the Tilt? I would say the two with white 5 or is there a special rule when there is no black at all?

I would say the one with the most and the one with the least white should decide.

See p.42:
Weird Edge Cases If you end Act One without any dice, your total is a perfect zero for both black and white. If you end Act One with only white dice or only black dice, that’s a good thing − you’re likely to have a high total one way or the other. If the high black or high white score is a tie, have each tying player reroll all of their dice. Highest total wins. If no one has any dice of one color (that is, all the outcomes from Act One were positive or negative) the winners are the highest and lowest total of that color.

My PDFs are never far from me

I have all stuff as PDF on my Kindle, and I must say that they work very well! (Other stuff, say Dresden Files Full Color Full Graphics PDF, is not that good to read...)
Perfect reference on our first play ever last friday (see Our first Fiasco: Hocus Focus!)
BTW: For real Dresden Files I had the adventure Case Files on the Kindle (someone uploaded them as ebooks here on the geek). Also a very handy reference without any paper fuzz on the small table space.
