I am a big LotR fan from way back, and I have been looking for a new RPG. I am interested in this one, but have a question... Does this system use miniatures? I have a huge selection of painted 28mm GW LotR minis, and would obviously want to make use of them in any games I ran.

It doesn't really... Combat is somewhat abstract. There's a "volley" phase followed by close combat. You take stances such as Forward, Open, Defensive, or Rearward. It's definitely not designed as a grid/mini system.
You could utilize the minis to show engagement though.

To be honest that sounds like how I used to use miniatures in the 1st and 2nd editions of D&D. They were mostly there to give a visual representation of the action, rather than a board-game like movement and engagement system.
I like both, actually, but find grid/mini systems tend to reduce role-playing and focus on tactice instead.
Seems LotR would be better served by a more open system.

Using minis to show engagement might be more complex than needed. As it sits, it's PC's vs fixed side, so a mat looking vaguely like:

Would work nicely for using those PC minis.
You can use the other side for showing who's still present... perhaps with a track like:
+--+--+--+--+--+--+--+--+--+--+--+--+--+--+ | 1| 2| 3| 4| 5| 6| 7| 8| 9|10|11|12|13|14| +--+--+--+--+--+--+--+--+--+--+--+--+--+--+
to show current Stamina for NPC's. But that might be more info than you want to give; you could also use it for stamina losses, rather than current remaining. More work for you...

GW has a whole line of LOTR minis for their LOTR battle game. They aren't bad, provided you want 30-32mm scale.
Reaper makes some good general fantasy minis. Again, 30-32mm scale.
Mithril Miniatures (http://www.mithril.ie) has a whole line of well respected 32mm whitemetal minis for the Middle Earth setting.
Me, I'd go for something in 15 or 20mm myself, because that's my preferred scale overall.
Caesar Miniatures does some rather nice soft plastic work - I bought through MichToy.com previously, and their 1/72 scale stuff is very nice, at least their japanese stuff; no halflings, but good orcs, elves and dwarves from what I can tell... $12 for a box of 35 figs.
