I'm getting a tad confused here so please excuse my befuddlement. When a PC receives an Alpha card it is put into his play area readied ?
When readied the card has no effect until 'played' and tapped. When played the power comes into effect ?
I'm assuming this is like a d&d encounter power i.e used only once per encounter ?

There's no tapping or readying. When they draw the card they can use it right away. Actually if a player goes through flux, they get a new card they can use right away. Due to this, with a lot of 1s rolled a player can get off multiple mutations in an encounter.

It is immediately available, and lasts as an option until used. I agree that this was surprisingly not made as clear as it could have been. As noted above, by the rules as written you get a new one at the end of the encounter or when rolling a 1.

The mutation cards often have specific text on them that says when they can be used or activated. For instance, some powers are reactionary and only work as a response when a character is hit, or receives damage. Others are one shot use powers, while some stay in effect for the entire encounter (or until a 1 is rolled).
The general rule is that they can be used immediately when drawn, even outside of encounters if the character wants to use them in a role-play situation outside of combat. The specific rule is that the text on the card super-cedes the general rule.
Also remember that Alpha Fluxes only ever occur on combat related rolls made by that player, so to hit, damages, overcharge, and other weapon or power effects.
Some terrains or area effects can modify the flux base upwards from just 1 to 1-5.

Thanks for the help so far. I think I'm getting the gist of it. So if a character gets , for instance, Das Gamma Auge which states it is a standard action and gives the relevant attack and hit stats, and the character chooses to use that during his/her round do they get to use it again the next or is that it for that mutation ? Is this classed as a 'power' which is refered to in the core rules (page 66/67) ? The rules there state that once used then the card should be tapped.
Am I right in guessing that other Alpha cards that give additional skills etc (e.g Feelers) give the BENEFIT for the whole ecounter ?
Sorry if it's a bit long winded but I've got one of those blockers that is stopping me from understanding the cards completely.

If the card has a specific power stated upon it, you can only use the power once in an encounter. This includes reaction powers and any variant of standard/minor/movement actions.
If the effect of the card is an aura or some form of skill/combat bonus, then that remains in effect as long as the card is in play.
A card stays in play, until it is discarded by an Alpha Flux, the end of an encounter, or it is the target of another ability or power.
Omega Tech is tapped on use so that the player has a visual reminder to make a check for it after the encounter.
Disposable and one shot items are immediately discarded after use and most Alpha cards that list only a power and no other continuing benefit, can be discarded after use to ease play.
