No. WOTC likely wont release the rules online. Though thought they had a quickstart guise out? Looks like not.
Without the powers and equipment cards the game is... lacking, to say the least.
If you are looking to buy the game keep in mind that chargen is 95% all random. You get to choose a name and starting weapon and armour. The rest is randomized unless the GM is using the optional rules. Also note that this game has about nothing to do with the actual Gamma World setting. Even less than than the d20 version, and thats quite an accomplishment. ugh.

You might be able to fake it with D&D and the resources available online. You can certainly make a character without the set using tools freely available online. I prefer doing it that way because it seems quicker without flipping around in the book, and there are better tables/toys for generating "junk" online. The Alpha Mutations and Omega Tech cards are what will trip you up. Ebay. Get the box, too, though. It's worth it.

I recently hit some home runs at "Half Priced Books" and one of them was like-new, unpunched copies of Gamma World and the two expansions (Far-Go, and Legion of Gold) for $50. The expansions fit into the core box nicely, and it's great to have an entire RPG fit into one box.
But, $50 is about the right price for what you get imo (not the $100+ msrp). Gamma World is a bit overpriced for what you physically get as far as cards, counters, books, maps etc are concerned. i think of GW as the Core set and it's two expansions (and cards) at this point, and something tells me that's about it for this iteration of Gamma World.

The box is full of air and for the price they should have at least given you a set of dice so it's a complete game. Bought via Amazon, where it's deeply discounted, it's fairly priced but the MSRP is too high for what you get.

But unlike with other things, WotC actually said up front that this would be a limited release with two expansions planned and that would be it. This is one of the few times they said something not-vague, did the thing they said, and then stuck by it even though many fans wanted more/different stuff.

I think a limited release is a good idea for this game. It doesn't need a lot of expansion and it's simple in a good way. I'm not a big fan of D&D 4e but I like this implementation of the rules.

I've gotta say I love this version of Gamma World. I hated the big box at first but now like it as it fit everything from the expansions easily and I get to have one nice box on my shelf. Dice would have been nice for the new gamer, but I'm not a new gamer.

Yup, the box was specifically designed with the expansions in mind I believe. Probably why the expansions come is such useless boxes.
I have gotten alot more play value out of this than out of many other games that I've bought over the years. Played it much more than Descent for instance.
