There are differences. If you're familiar with the 2006 version of the game you'll be able to jump right into the new one. While the biggest changes involve simplification and streamlining for a better play experience, the rules benefit from a new scene structure that pushes the story forward by focusing on player goals, more ways to use the Demon and bring antagonism into the game, expanded Best Friend and Rival roles that allow every player to be involved in every scene, streamlined challenge and psychic power rules, an easier to use dice mechanic and simpler character creation.
So the new book is like the old book, but prettier and easier to use. About half of that ease of use comes from reworked rules and the other half comes from reworked presentation. The big problem with the old book is that it suffers from rpg bloat. It's full of unneeded rpg artefacts, stuff that at the time I thought every game needed. Complicated character creation rules, dice pools, step by step combat instructions. There's nothing wrong with any of that, but after 5 years of playing Panty Explosion at conventions, in stores, in living rooms and on forums I was able to go back and rewrite it with the goal of cutting everything that was unnecessary, overly complicated or superfluous.
