But very few RPGs actually have Smurfs...

So I'm curious, which games include racial descriptions for small blue hominids...

I remember the kobolds are small blue humanoids... not smurf small, but small... gnome sized.

In the 2000 A.D. universe, there are the blue-skinned, manufactured Genetic Infantrymen of Nu-Earth. Rogue Trooper, in particular: http://en.wikipedia.org/wiki/Rogue_Trooper.

They definitely aren't three apples high, but they're definitely blue.
